APPLICATION PROCEDURE:

- In person at the Faculty of Medicine (Str. Gh. Marinescu, no. 23, ground floor, room 2).
Minimal documents required to qualify for admission process:
- Bachelor’s Degree Diploma and Diploma Supplement (for graduates before the 2025 class) OR Graduation Certificate and Transcript (for 2025 graduates).
- Identity Card (copy and original). For in-person applications, you must show the original for verification. For online applications, a color scan of the original is required.
The full application dossier will be completed subsequently (see full list at the end of this page).
For online applications, all required documents must be scanned and compiled into a single PDF file. The file should be saved with your name and the name of the master’s program you are applying for (HEOR).

The admission exam fee is 500 lei.
How to Pay the Application Fee
You have two options for paying the application fee:
- In Person: Pay by cash or card at the Dean’s Office Cashier’s desk (Str. L. Pasteur, no. 6). The hours are from 8:30 AM to 2:30 PM.
- Bank Transfer: Use the following bank details to make a transfer. It is crucial to list your full name on the payment order, not the name of the person making the payment. The payment description should be “First Name, Last Name + ADMISSION MASTER MEDICINE 2025.”

If you are admitted to a tuition-based spot, the annual tuition fee for any master’s program is 3,000 lei. This can be paid in two equal installments: the first in October 2025 and the second in February 2026.
PROGRAM DESCRIPTION, OBJECTIVES:
Master’s Programme for Changing Health Systems
Starting in 2025, the Faculty of Medicine introduces a new and timely master’s programme in Health Economics and Outcomes Research (HEOR).
The healthcare sector is growing more complex. New treatments, limited budgets, and diverse patient needs make informed, evidence-based decision-making more important than ever. This programme will prepare students to contribute directly to improving healthcare policy and practice through rigorous research and economic analysis.
Designed with flexibility in mind, the programme is tailored for busy individuals through a hybrid learning format. This enables students to balance work and study by combining in-person classes with online learning.

You will learn from leading national and international experts, who are not only respected scholars but also active professionals working in health systems, pharmaceutical companies, regulatory agencies, and research organisations.

- Student Status Certificate (if you are currently enrolled in another program in parallel).
- Certificate from a previous master’s program (if applicable), specifying if it was state-funded or a tuition-based program.
- Proof of exemption from the application fee (if applicable). This could be a certificate from the workplace of a parent who is active or retired teaching staff or auxiliary teaching staff in the education system, or an employee of UMF “Iuliu Haţieganu”.
- Death Certificate of a parent who worked in the education system (if applicable – copy and original). For in-person applications, you must show the original for verification. For online applications, a color scan of the original is required.
- Proof of payment for the admission fee.
